Since the release of the new iPhone hardware the ability to unlock the device to use with other carriers have gone away, and the actual jailbreak has been limited to a tethered boot.
Members of the jailbreak community have not yet released the updated applications to jailbreak and unlock the iPhones yet. They have discovered the new exploits that will get the job done, but everyone is waiting for the new OS and the hardware to be released before the jailbreak is released to keep Apple from patching the exploit that's been discovered.
Our sources have informed us that ElektroPower, a repair shop in Istanbul, Turkey has figured out a way to unlock iPhone 3G running iPhone OS 3.1.3 using a hardware hack. This hardware hack required the iPhone to be gutted open, and it goes without saying that this method will definitely void iPhone’s warranty.

It is difficult to confirm the authenticity of the unlock but MuscleNerd from iPhone Dev Team has commented that it is one of the ways to reflash the baseband back down to 04.26.08.
